財團法人建蓁環境教育基金會於2018年接觸新竹縣家畜疾病防治所,並於2019年至2022年協助防治所,發展新竹縣動物保護教育。依文獻探討與訪談分析,瞭解到防治所在動保教育發展上,無動保教育推動之法源依據、無執行人力、無充足經費、無動保教育推動策略;此外,防治所在周邊資源上,亦無合作夥伴、無推廣人力、無推廣管道。本文為行動研究,以公私協力的角度,為防治所串聯在地組織的過程,和新竹縣竹北社區大學形成核心夥伴。透過竹北社大、防治所與基金會三方合作的過程,共同培力動保教育推廣師資、發展動保教育推廣管道。分析三者關係,竹北社大提供在地人脈、指導教育策略、分擔行政工作等;防治所提供行政協調資源與獸醫專業知能;基金會則扮演專業提供、組織媒合、志工協調等角色。
在各方謀求共識的過程,從竹北社區大學師資培力招募之核心學員,亦成為防治所教育志工。在學員努力下,成功為防治所發展校園巡迴講座、圖書館閱讀推廣、市集擺攤遊戲等動保教育活動與推廣。三方協力為新竹縣動保教育發展奠立基礎,實踐合夥、合產之公民參與。本研究建議新竹縣在下個階段,可持續跨域合作:在防治所部分,可跨行政部門,與教育局合作辦理教師研習、動保教育園區戶外教育等;在竹北社區大學部分,於計畫性課程提供學員多元學習、結合學習成就認證等,深化教育成果。而基金會階段任務完成,回歸環境教育發展同時,一方面多了新竹縣的夥伴共同推廣;另方面亦能幫助新竹縣在動保教育發展上,突破同溫層,擴大民眾參與。
Abstract
CHENG CHEN Foundation contacted with Livestock Disease Control Center of Hsinchu County (abbr. as LDCC) in 2018, and then assisted LDCC to develop animal protection education through 2019 to 2022. After the literature review and corelated interview analysis, it is lack of legal basis, manpower, sufficient expenditure resources or driving policy for LDCC in animal protection education development. Besides, in the outside supporting for LDCC, there were not cooperative partners, human resources or channels in education popularization. This is an action research through public-private partnership, to connect LDCC with local organizations, in which Zhupei Community University (abbr. as ZCU) acted as a core partner. During the three-party cooperation of CHENG CHEN Foundation, LDCC and ZCU, they empowered teachers’ capability and developed channels for animal protection education popularization. In the correlation analysis of these three parties, ZCU had local connections, guided education policy, and shared common administration tasks. LDCC took responsibility of administrative coordination and provided veterinary professionalism. Meanwhile, CHENG CHEN Foundation acted a role of diversified education professionalism, organization matchmaking and volunteer coordination.
During consensus reaching of the three parties, ZCU through teacher empowerment recruited the core trainee members, who were transferred to be the education volunteers for LDCC. Under the hard-working of those members, they succeeded to develop various animal protection education events, including campus lecture tour, reading popularization in library, and game playing stall. Three-party cooperation created the foundation, and practiced civil participation with partnership/co-production for animal protection education in Hsinchu County. For the next stage, the research here suggested continuous cross-functional cooperation in Hsinchu County: For LDCC, it takes cooperation with Education Bureau to hold teacher study events, and outdoor education activities in Animal Protection Education Park. For ZCU, it provides variety of learning courses, combining with learning achievement certification to make education results in deep. Finally for CHENG CHEN Foundation, after acquiring the local partnership and assisting animal protection education development by ‘stratosphere’ breakthrough and civil participation enhancement in Hsinchu County, it completed the short-term staged tasks and will return to environment education domain, keeping the influence on the subject.
